ReplyBrenton, I'm supportive of elected officials using Twitter but unless they understand how to use it effectively as part of a more comprehensive strategy for communicating with constituents, most won't do it. They generally have enough trouble handling constituent letters, email and phone calls, and so to them, using Twitter just seems like it would exacerbate the problem.
Also, I think Twitter is best at 'leveraging one's leadership' when it's used in a complementary way with other tools like a blog, a Facebook page, and an email newsletter.
